Notice of Planning Commission Public Hearing on Feb.9
Costa Mesa Planning Commission Public Hearing
6:00 PM, Monday, February 9, 2026
City Council Chambers, 77 Fair Drive, Costa Mesa, CA 92626
On February 9, 2026, the Planning Commission will consider a recommendation to City Council for amendments to the Zoning Code (Title 13, Planning, Zoning, and Development), Zoning Map, and the North Costa Mesa Specific Plan to rezone Candidate Housing Sites identified in the adopted Housing Element Sites Inventory for consistency with the City’s Housing Element and to implement all or portions of Housing Element Programs 2H, 2J, 2M, 2N, 2O, 2P, 3C, 3D, 3F, 3N, 3S, 4E, and 4G of the Housing Element, including components of the Neighborhoods Where We All Belong (NWWAB) effort related to the Housing Element. Amendments to the Zoning Code and the North Costa Mesa Specific Plan would allow residential development through the expanded Mixed-Use Overlay District and establish appropriate development standards on Housing Element sites and consistency with State law. Other amendments to the Zoning Code include updated definitions, allowable uses, residential parking, and streamline development review procedures to comply with State law. The draft amendments are available for public review on the City’s website as of Friday, January 16, 2026: https://costamesa.legistar.com/Calendar.aspx
On November 15, 2022, the Costa Mesa City Council adopted Resolution No. 2022-67, certifying and adopting the Mitigated Negative Declaration and Mitigation Monitoring and Reporting Program that analyzed the candidate housing sites for the 6th Cycle (2021-2029) Housing Element. The proposed amendments implement a schedule of actions contained in the approved Housing Element pursuant to Government Code Section 65583 and do not allow the construction of a distribution center, or oil and gas infrastructure. Therefore, the proposed amendments are statutorily exempt from California Environmental Quality Act (CEQA) pursuant to Public Resources Code Section 21080.085 (previously referred to as Senate Bill 131).
