Thank you to the many members of the community that participated and engaged with us this summer of 2026. More information about what we did, what we heard, and upcoming public hearings is provided below.
Round 3 of Community Visioning
Round 3 of Neighborhoods Where We All Belong consisted of one in-person Open House to coincide with the availability of the public comment period for the Draft Zoning Updates (as well as the amendment to the Housing Element and Draft Environmental Impact Report). At the Open House, participants were provided an overview of Neighborhoods Where We All Belong and were able to review key components of the Draft Zoning Updates, including draft amendments to the Zoning Code, specific plans, some General Plan Elements, and new multifamily and mixed-use objective design standards. Upcoming Public Hearings
Based on the community’s feedback and requirements to comply with state law, various documents have been revised and finalized for presentation to the Planning Commission and City Council throughout the months of August, September, and October. PLANNING COMMISSION STUDY SESSION

TOPIC: City of Costa Mesa Neighborhoods Where We All Belong Draft Zoning Code Amendments and Citywide Multifamily Residential and Mixed-Use Objective Design Standards and Proposed Revocation of Urban Plans (PCTY-26-0004), Amendments to the Following Elements of the Costa Mesa General Plan: Circulation, Community Design, Land Use, Noise, Open Space and Recreation (PGPA-26-0002), and Amendments to the Newport Boulevard Specific Plan (PSPA-26-0003), North Costa Mesa Specific Plan (PSPA-26-0004), and One Metro West Specific Plan Amendment (PSPA-26-0005)

PLANNING COMMISSION PUBLIC HEARING
DATE: Monday, August 17, 2026
TIME & LOCATION: 6:00 PM or as soon as possible thereafter, City Hall Council Chambers, 77 Fair Drive, Costa Mesa, CA; and virtual locations
TOPIC: Housing Element Amendment. The Planning Commission will be holding a public hearing regarding the proposed amendment to the General Plan Housing Element on August 17, 2026 at a Special Planning Commission Meeting. The proposed amendment would describe program implementation progress and identify new sites to accommodate the Regional Housing Needs Allocation (RHNA). The Planning Commission will consider and make a recommendation to the City Council.

Planning Commission agendas are posted to the City’s website at least 72 hours in advance of the meeting. https://costamesa.legistar.com/Calendar.aspxPlanning Commission meetings are held at 6 p.m. on the 2nd and 4th Mondays of each month in the Council Chambers at 77 Fair Drive. Directions on how to participate via phone and Zoom are included in the agenda.
