Planning Commission Public Hearing on Sep. 28

On Monday, September 14, the Planning Commission considered Neighborhoods Where We All Belong (NWWAB), the City of Costa Mesa’s multifaceted initiative to implement 23 Housing Element programs, including Measure K, and address the City Council’s goal to “diversify, stabilize and increase housing to reflect community needs.”  The Planning Commission continued the item to Monday, September 28, 2026, to have more time to consider comments and revisions from the public and Commissioners. Instructions on how to provide public comments will be provided in the Agenda Packet linked below. In NWWAB, the City is proposing to expand opportunities for housing and mixed-use development by applying a flexible Mixed-Use Overlay District to most Measure K commercial and industrial properties. The overlay would allow existing commercial and industrial uses to continue while creating new opportunities for housing near businesses, services, jobs, and other community amenities. Amendments to the Zoning Code, General Plan, and three specific plans, and new objective design standards for multifamily and mixed-use development are proposed.
